I know this isn't specifically a Star Wars picture, but it could easily be Nar Shadaa or the Coruscant Underlevels.  Most Impressive.

Glad to be of help.  It wouldn't suprise me at all if the author that came up with Nar Shadaa was trying to make a place to stick Han Solo for a Star Wars version of Blade Runner.

Maybe it is only possible with Ridley as Director. Most of today's directors tend to destroy the heroes of our childhood with their sequels.
